Wirral Council has been on CausewayOne Network since 2016, using the platform to coordinate roadworks, plan traffic management, and communicate disruptions across the borough. Despite commissioning full high-definition network condition surveys every one to two years, the council had no digital TRO records at all. "All our orders were written in text version. Nothing was done by a map," says David Kirk, Senior Assistant Engineer at Wirral Council.

The council's earliest TRO data sat on Ordnance Survey maps, later transferred to AutoCAD, but neither had been updated since 2003. Paper records dating back to the 1930s and 1940s remained in the Town Hall vault — "literally thousands, and they're not digitised." With D-TRO legislation requiring all new permanent TROs to be digitised and submitted to the DfT, that gap needed to close.

The council evaluated alternative providers and chose Causeway, bringing temporary and permanent TRO management together under a single provider.

What Wirral now has in place

With Causeway ParkMap added to its existing CausewayOne Network solution, Wirral can now manage both temporary and permanent TROs. The council's renewed and expanded package covers:

  • CausewayOne Network’s TTRO Hub for D-TRO compliance for temporary orders, plus Map, Network Monitor, Traffic Replay and Live Link.

  • Causeway ParkMap to digitise and manage all permanent TROs, with audit trails, schedule generation, map schedules and moving traffic order support.

  • TRO data visible within CausewayOne Network. Once ParkMap is live, permanent TRO data will surface as a map layer within CausewayOne Network, giving coordination teams a single view of permanent restrictions alongside 90+ other operational datasets covering streetworks, permits, Section 58 restrictions, public transport and events.

  • Causeway SignPlot and LineMap for TSRGD-compliant sign and road marking design within ParkMap, removing the need for separate CAD software.

  • TraffWeb Public Consultation to publish proposed orders online and collect public feedback as part of statutory consultations.

What’s next

Causeway ParkMap is being provisioned now and once live, Wirral will begin digitising new permanent TROs straight away to meet the DfT's initial D-TRO requirements.
