Buckinghamshire Council has signed a four-year, £1.8 million agreement to consolidate and modernise its highways and traffic asset management using Causeway’s connected suite of cloud-based systems, including a new deployment of Causeway Horizons.
Transforming infrastructure intelligence across Buckinghamshire
Background
Responsible for maintaining a diverse and growing network of highways, public spaces, and transport assets, Buckinghamshire Council needed a joined-up digital approach to manage these services more effectively. The Council sought to replace siloed tools with an integrated system that could deliver operational insight, improve service planning, and support more efficient frontline delivery.
Solution Implementation
The Council has awarded a G-Cloud 14 call-off contract for Causeway’s Highways Asset & Traffic Management System. This includes continued use of Causeway Alloy, Mayrise, ParkMap and AccsMap — and now extends to the adoption of Causeway Horizons, a strategic asset management tool that supports data-driven decision-making for long-term highways investment planning. The rollout is backed by dedicated onboarding, consultancy and support, with over 200 user licences across services.
Key components include:
- Causeway Alloy: Operational asset management system supporting mobile working, digitised workflows, and real-time service visibility.
- Causeway Horizons: A strategic planning platform for long-term network analysis, investment prioritisation, and performance modelling.
- Causeway Mayrise: Provides NSG maintenance and street works management through specialist modules.
- Causeway ParkMap and Causeway AccsMap: Used for managing traffic orders, validation workflows, and GIS-linked data.
- Causeway One Network: Wide adoption of the platform supporting all elements of network coordination and communication, including traffic management, TTROs, street works coordination, network monitoring and real-time digital alerting for closures.
Benefits
By combining operational and strategic systems under a single supplier, the Council expects to:
- Improve data consistency and reduce duplication across teams.
- Enable more targeted investment through better network insight.
- Streamline permit management, consultations and mapping.
- Enhance resilience with cloud-based delivery and future scalability.
- Secure D-TRO readiness for all digital traffic order management
This move directly supports Buckinghamshire’s broader objective to modernise and unify its asset management systems, bringing previously fragmented services into a cohesive digital ecosystem. The integrated platform will give the Council a clearer picture of asset condition, performance, and priorities—informing smarter decisions across departments and over time.
Future Plans
The agreement includes flexibility to expand into additional services or asset types as required. It positions Buckinghamshire to take full advantage of future innovations in data and infrastructure technology, ensuring the Council can continue to deliver high-quality, responsive services in line with its digital transformation goals.
