As local highway authorities prepare for D-TRO compliance, many are still navigating manual and fragmented Temporary Traffic Regulation Order (TTRO) processes. From email-based applications to static PDFs, it's a process that eats into time, increases errors and holds back productivity.

Combining the TTRO Hub, which was launched in May 2025, and TTRO Portal, the two solutions deliver a fully digital, D-TRO-ready workflow that connects applicants and authorities in one place.

In a recent webinar, Eliza Shaw, Product Manager for D-TRO & TTRO solutions, demonstrated how these two tools work together to create the most complete end-to-end TTRO management solution on the market today.

Why digital TTRO management matters

TTROs are a core part of daily operations for highway authorities. Councils handle thousands each year and according to GeoPlace's TRO Discovery Summary Report, almost 90% are relating to streetworks.

The manual, fragmented approaches behind them come at a real cost. In a live poll during the webinar,  authorities reported three key frustrations:

  • 68% struggle with incomplete or inaccurate submissions.
  • 54% said applications arrive through multiple channels.
  • 39% lack a single, central view of all applications.

But this burden also represents opportunity. It’s a chance to rethink the process: continue managing this workload manually or transform it through digitisation. With so many TTROs to process, even small efficiency gains can unlock significant capacity — freeing teams to focus on processing applications and keeping networks moving.

Most authorities are still early in their digital journey:

  • 56% still receive applications by email or PDF.
  • 31% are testing online forms or partial digitisation.

The TTRO Portal directly tackles these challenges. It replaces emails, PDFs and static forms with a single, map-based entry point where every application arrives complete and D-TRO ready.

“We’re bringing applicants and approvers together on the same page. The Portal ensures every submission starts compliant, so authorities spend less time chasing details and more time keeping networks moving,” explains Eliza.

Bringing applicants & approvers together

The TTRO Portal is embedded directly on your authority’s website, seamlessly connecting to your TTRO Hub for full digital management.

Key capabilities and benefits:
  • Complete D-TRO compliance: Applications are validated against DfT standards at submission.
  • No more double-keying: Data flows directly into the TTRO Hub for review and approval.
  • In-platform communication: Applicants and coordinators can chat within the system, with a full audit trail.
  • Payment tracking: Teams can mark and monitor payment status without leaving the dashboard.
  • Flexible access for every applicant type: From internal teams to statutory and non-statutory undertakers.

Together, the Hub and Portal give authorities an end-to-end solution that saves time, reduces error and keeps every stakeholder aligned.

Frequently asked questions

Authorities and utilities often ask how the Portal integrates with their existing processes. Here are some of the most common ones:

Can internal teams and contractors use the same process?
Yes. Internal teams, utilities and contractors all use the same digital form, with roles defined in the Hub.

What if the applicant doesn’t have a CausewayOne Network (formerly Causeway  one.network)  account?
They can sign up for a freemium account through the council’s embedded map and submit TTROs without needing a paid licence.

Can applicants see their progress?
Yes. Applicants can track application status, receive automated email updates, and chat directly with approvers in the platform.

Can the Portal link to Street Manager permits?
Yes. Applicants can link their TTRO to a Street Manager permit; the system automatically pulls permit details and timeframes.

Will existing Plan Share customers move automatically to the TTRO Portal?
Yes. The TTRO Portal replaces Plan Share for highway authorities, and current users will be migrated over automatically.

Does the Portal integrate with our existing payment system?
Not yet. Authorities can add a payment link or instructions in the form, and track payment status (paid, free, refunded) in the Hub.

Will full payment integration come later?
Yes. A CausewayOne payment service is on the roadmap to handle TTROs, permits & licences together.

Less chasing. More approving.

Together, CausewayOne Network's TTRO Portal and Hub give local authorities a faster, smarter and fully compliant way to manage TTROs.

They cut out email chains and PDFs, reduce admin time, and ensure every submission starts D-TRO ready. Your teams spend less time chasing missing information and more time keeping the network moving.
